Nine out of ten local authorities have reported an overall increase in recycling and composting compared to 2001/02, and a fifth have already achieved their 2003/4 targets. This puts England within reach of its 2003/04 national target of 17%, according to Best Value Performance data published today.

The data, which paints a snapshot picture of recycling in England, suggests that overall recycling and composting in England increased in 2002/03 by two percentage points to nearly 15%.

Environment Minister Elliot Morley welcomed the news and said:

" Local authorities are working extremely hard to put in place long term solutions to ncrease recycling. In the last year there have been some outstanding examples which help provide the key to diverting waste away from landfill.

" However despite the good news, I am still concerned that 1 in 10 local authorities failed to improve their recycling rate this year. Every local authority needs to play its part if we are to meet the very challenging national target of 25% in 2005/06.

" Defra's Waste Implementation Programme team is there to help local authorities improve performance and achieve their targets. But, ultimately, the Government will be prepared to use its powers to intervene formally in authorities which fail to meet their statutory targets. "
