Meanwhile, a strategy for sustainable development is to be launched by the Department for Environment, Food and Rural Affairs.

SCRAPIE in sheep has been identified as the probable cause of BSE in a new review; despite being ruled out as the origin of the disease in the BSE inquiry.
An independent report says changes in the rendering process, and feeding meat and bonemeal to young calves made UK cattle susceptible to BSE in the 1970s and 1980s.
The dramatic findings of a team led by professor Gabriel Horn of Cambridge University contradict those of the Phillips' BSE inquiry which ruled out scrapie and rendering.
Meanwhile, anything less than a full public inquiry will suggest a government foot-and mouth, cover-up, say many voters in an FWi poll.
To date more than 99% of those who have voted say there should be a full public inquiry into the crisis.

A second cull of sheep in the Brecon Beacons has triggered renewed calls for livestock to be vaccinated against foot-and-mouth disease.
Members of five graziers' associations are dismayed that the go-ahead was given to kill about 1500 sheep just days after 4000 animals were culled.
Edwyn Harris, chairman of a 15-member group with grazing rights on common land in the area, said some animals should vaccinated rather than culled.
The news emerged amid reports that the government is to allow the resumption of secondary clean-up operations on infected farms.
Operations were suspended last month after Prime Minister Tony Blair said the cost for farms in England and Wales was "unacceptable".

Hang on a minute – I thought the Supermarkets were going to educate the British to buying these cuts? I can remember, even though it might have been a number of years ago, we had a choice of lamb or mutton. You never see mutton for sale now, why, because it is classed as lamb.
In my childhood, mutton was lamb – well ... older lambs, and lamb was lamb – small ones!

The livestock welfare disposal scheme will be extended to deal with an estimated 1.3 million unmarketable light lambs, the government has confirmed.
Food minister Lord Whitty said details of the scheme will be available later this month. The plan is to get arrangements in place for a September start.
Lord Whitty said the buy-up scheme should be considered a one off to ease problems caused by foot-and-mouth. It is believed farmers will receive about £10 an animal.
The minister also revealed that the government would introduce a new regime for livestock movements in the autumn based on risk assessments.

FARMERS have been given the go-ahead to resume secondary foot-and-mouth cleansing and disinfecting — but under much tighter cost controls.
Under new conditions producers can tender to clean their own farms, strict contracts must be signed, and some existing contracts may be cancelled.
Producers and contractors who the government believes over-charged for work face the prospect of having to return payments.
And payments will be withheld where it is believed that cleansing and disinfecting cash was used to improve farm buildings beyond pre-virus levels.
Work was suspended last week after Tony Blair described costs in England and Wales, which in some cases exceeded £100,000 per farm, as "unacceptable".

The Department for Environment, Food and Rural Affairs shut out reporters from a meeting with up to 100 farmers at Harper Adams University College, Shropshire.
DEFRA regional manager Carol Deakins said: "It would be inappropriate for the press to be present; it may intrude on producers' feelings at this time."
The news came as the chairman of the inquiry into the government's handling of foot-and-mouth dismissed claims that his investigation would be biased.
Dr Iain Anderson said accusations that he would not be independent because he had been a special advisor to the government were silly.

Almost half the tourists returning from abroad could be carrying illegal food imports – and with it the risk of diseases like foot-and-mouth, claims a survey.
The survey, conducted by the National Farmers' Union, suggests half of all international travellers have no idea what food they may bring into the UK.

Sir Don Curry, who is leading the Commission into the Future of Farming, is chairman of the livestock marketing group North Country Primestock.
Seven Scottish farms are now under foot-and-mouth restrictions after being visited by North Country Primestock managing director John Horncastle.
Mr Horncastle was visiting the farms with a view to buying lamb for the company which usually handles about 20,000 cattle and 150,000 sheep a year.

Three new foot-and-mouth outbreaks were confirmed in Northumberland on Friday (31 Aug), taking the number of cases to 16 within eight days.
At least two of the cases are believed to be outside a 400-square mile biosecurity zone which was set up in a bid to stop the disease.
The army has been called in to help slaughter 874 cattle and 2457 sheep on the infected holdings. Livestock on nearby holdings will also be killed.

UK farmers are waiting to see if Tim Yeo will keep his post as shadow DEFRA secretary once the newly-elected Conservative leader Iain Duncan Smith shuffles his shadow Cabinet.
Central and eastern European countries waiting to join the EU have been told they must tighten BSE controls by EU food safety commissioner David Byrne.
UK wheat quality has taken a tumble this year, the Home Grown Cereals Authority confirmed. But cheap, good-quality imported wheat may mean the hoped-for high bread premium may not materialise.
Tests on cattle from one of the two farms in Leicestershire suspected as having foot-and-mouth have come back as negative, according to local officials. Restrictions on the farm at Copt Oak, near Loughborough have been lifted.

Two more cases of foot-and-mouth have been confirmed in the Allendale 'blue box' area of Northumberland, bringing the total number of cases to 25.
Some 98 cattle and 209 sheep were slaughtered at Haggwood farm, Hexham. At neighbouring Lowes Fell Farm, 117 cattle and 960 sheep were culled.
Livestock on a further 146 farms were slaughtered in an attempt to stop the disease spreading, said the Department for Environment Food and Rural Affairs
Earlier, government officials confirmed that a second suspected case of foot-and-mouth disease in Leicestershire had proved negative.

The chairman of a House of Commons select committee has urged dairy farmers to consider using foot-and-mouth compensation to quit the industry.
Tory MP David Curry, chairman of the select committee on environment, food and rural affairs, said payments meant older farmers could retire gracefully.
"Foot-and-mouth compensation offers a better payoff than any other form of exit from the industry," he told listeners at the Dairy Event in Warwickshire.
"If some producers don't take it then they will be acting against their best interests."

The European Court of Justice is expected to issue its final judgement in 6–12 weeks time after advocate general Jean Mischo said the ban was illegal.
But it would be unusual for the court's judgement to contradict his views which were published on Thursday (20 September).
