6 million 'healthy' does not necessarily mean the animals did not have the disease, they merely didn't test positive.. ELisa testing is notoriously inaccurate, not only were animals not testing positive but a good few humans who clearly did have the disease.

Human symptoms were explained away as 'hand-foot-and-mouth' (coxsackie virus) but this virus cannot be caught from animals (because the virus only lives in humans).
