The disease was halted, virtually overnight, in the Ribble Valley when Ministry vets and all the other hangers-on were refused entry to uninfected premises. It's as simple as that, when you are dealing with the most contagious disease on the planet it's not a good idea to have hundreds of people running around all over the place spreading it.
