As you know, most pet animals are usually destroyed by lethal injection or shot.

As far as I know, it is only veterinary surgeons and the trained RSPCA Inspectors, who are allowed to obtain and administer the drug. They and some others, such as huntsmen, are also licensed to use humane killers as are certain people in abbatoirs, etc..

However, anyone can kill a dog, or any animal for that matter, but....

If in their right mind, they're prevented from doing so because of the law! – ie: United Kingdom Protection of Animals Act 1911 and it's amendments.

The story that came to your notice seems unusual but may well be true and my guess is that the dog was shot.

If the person who reported the matter to the forum decided cruelty was involved they could take the appropriate action, then the case would become a matter for the Courts to decide.
