Swill users, who were closed down by the Government after the outbreak on the Waugh brothers' farm, are considering legal action against the Government.

Lynda Davies, of the Association of Swill Users, told Farmers' Weekly: "This shows us that Maff/Defra bears a huge responsibility for the spread of foot and mouth."
