Note well the Press Release states "stamping out" will
be done on INFECTED animals OR CONTAMINATED animals –
which puts the onus on DEFRA to prove such
"infection" and on the other hand, a "contaminated"
animal.......... something they are hellishly bad at !

This approach is bolstered by modified international
trade rules and laboratory tests to distinguish
vaccinated from infected herds which allow the use of
vaccination in a much more flexible way, albeit always
in connection with rapid stamping out of infected or
contaminated animals of susceptible species.
