Yes.. The whole process of "consultation" would have been intended to convince the sheeple to accept the outcome desired by the leaders.
As per previous note.. "consensus" doesn't mean agreement.. It means absense of "disagreement" with the outcome desired by the leaders.. http://www.smartgroups.com/message/readmessage.cfm?gid=774210&messageid=7937
Perhaps in this instance, the political timetable didn't quite all mesh, and Beckett may be responding to pressure brought by the US on the EU via the WTO.. Just guessing, but seems a possibility..
Certainly, it would have been politically preferable(from gov standpoint), to have already reached "consensus" in the UK to do as the gov wants.. However, this leak can now be used by the government to increase the "Heat", in order to reach their desired "consensus"
And "putting the pressure on", at tactical junctures, is also part of the Delphi process..
