I could believe that it is theoretically possible that FMD was present in sheep before it's discovery at heddon, but are you seriously suggesting that it could of remained at a sub clinical level for this ammount of time , millions of sheep would have passed through markets in the course of this time period, contact with other species would be enevitable, and one wouldn't need a blood test to identify FMD in pigs or cattle, the symptoms are severe. Can you adequately explain how the virus stayed within the sheep population?
