AN OFFICIAL inquiry into the foot-and-mouth epidemic has delivered a damning indictment of the government's handling of the crisis.
Ministers did not have an adequate contingency plan to tackle the outbreak, claims the "Lessons Learned" inquiry, headed by former Downing Street advisor Iain Anderson.
The Ministry of Agriculture was too slow to act and when the crisis escalated it was gripped by panic, says the report which was published on Monday (22 July) afternoon.
"The 2001 foot-and-mouth outbreak was an emergency that became a crisis, and in some parts of the country it became a disaster," Dr Anderson told reporters.
