Wales's rural affairs minister has claimed victory in his battle to persuade Defra not to rank the whole of Powys as a high risk foot-and-mouth area.

Carwyn Jones said he had persuaded Defra of the validity of dividing the county as it has not had a confirmed case of the disease for over a month.

He said the way was now clear for northern Powys to achieve foot-and-mouth free status within one month.

Originally from Monday, the area in Powys north of the A44 will be classified as an "at risk" county area. The remainder of Powys will be regarded as high risk.

Mr Jones said last week he was "extremely unhappy" with Defra's original decision that all of Powys would have high risk status.

Speaking after a meeting with Rural Affairs Secretary Margaret Beckett in London, Mr Jones said: "The decision to divide Powys in this way is based on professional veterinary advice.

"This advice further recommends that within northern Powys, restrictions should remain in place over the movement of sheep out of the county, as is currently the position with Devon, until such time as the results of sheep testing in northern Powys are known.

"I have therefore asked the state veterinary service to accelerate the current testing programme in relation to northern Powys.

"On this basis, and subject to the testing providing negative results, the way would be clear for northern Powys to achieve foot-and-mouth free status by mid October."
